"The following remarkable assesmant of the military situation in Pennsylvania in the fall of 1777, and of the opposing armies, was published in The Continental Journal and Weekly Adviser, Boston, February 19, 1778. The letter was written by Major Charles Noel Romand de Lisle, a French volunteer serving with the Continental Artillery. DeLisle, being a foreigner though in American service, was probably able to give a less prejudiced assessment than could more rabid followers of the two opposing causes. The original letter was written in French to an unnamed correspondent, probably in France. The published version, however, was a contemporary translation, and is the source of the present republication.--John F. Reed."--provided by the Publisher.
